IRS awarded $1 million in bonuses to tax-owing employees

Bonuses to employees that have had disciplinary actions awarded within the IRS is catching much public scrutiny. The IRS awarded $1 million dollars in bonuses to employees that have had disciplinary actions or who are behind on their taxes. According to their guidelines the IRS did not break any rules.
